Too true. The a majority of the state & local governments of Louisiana & NO, have been Democratic. They couldn't predict this, & neither could the President. These kinds of things happen, it's sad, but lets try to find ways to help people instead to finger pointing.

I wonder if there are going to be Congressional investigations in the next few months. I wouldn't be surprised: everybody with an axe to grind will want them if for no other reason than to be able to go on TV and blame somebody else for the foul-ups. And there have been foul-ups; if one wants to play the blame-game, there's plenty of blame to go around:

President (past and present): Failure to adequately budget for storm protection for New Orleans;

Congress (past and present): Failure to appropriate funds for storm protection. Keep in mind that CONGRESS actually sets the budget;

Louisiana State government (past and present): Failure to appropriate funds for storm protection; failure to develop and implement evacuation plans;

City of New Orleans and other local governments (past and present): Failure to appropriate funds for storm protection; failure to develop and implement evacation plans; failure to keep order;

Citizens of storm-affected areas: Failure to evacuate when ordered; failure to take precautions such as stockpiling food and water to prepare against being stranded; engaging in looting and other civil disturbances;

Media: Providing a predictably lop-sided, gloom-and-doom vision of the storm and its aftermath;

Oil companies: Price gouging

Enviromentalist whackos: Opposing efforts to build more refineries in the United States so that the closure of ANY refineries would result in supply problems;

etc, etc, etc
